Police Arrest Two After Stop for False Plates, Find Gun

Woonsocket Police Officer Christopher Bouvier was driving on Cass Avenue Oct. 6 at about 4 a.m. when he saw a Silver Chrysler with a tinted rear window and ran the plates, which weren't registered to the car.

Bouvier pulled over the driver, later identified as Fredwin Burgos, 26, of 34 Transit St., Apt. 1, who was the person registered to the plates, according to police reports. The car, however, didn't match the plates. Burgos also had a bench warrant out for his arrest. Bouvier removed Burgos from the car, arrested him and placed him in his cruiser.

Another officer at the scene, Matthew Labine, called Bouvier back to the car, where the passenger, Luis Angel Rivas, 23,  of 23 Paradis Ave., apt. 2nd floor, appeared nervous as Labine searched the back seat of the car, finding an open bottle of Patron liquor and a box of .22 caliber ammunition. Rivas said there was no gun in the car, however.

A background check on Rivas revealed he was also wanted, this time on a third district court warrant, and he was arrested as well. An thorough search of the car revealed a .22 Caliber Single Six Ruger in the trunk, which he admitted he had placed there. The revolver had five bullets in it.

Police charged Rivas with carrying a pistol without a permit and obstructing an officer in the course of his duty.  

Burgos's plates were seized and his car was towed. He was cited for operating an unregistered vehicle, improper installation of sunscreen material on his window, and the presence of an alcoholic beverage while operating a motor vehicle.
