School Department To Clear 2012 Bills By Week's End

Budget Commission approves payment schedule using $12 million in advanced state aid.

  The Woonsocket Budget Commission approved a payment schedule bringing the Woonsocket School Department current on its 2012 bills using $12.4 million in advanced state aid from April, May and June of next year. With this move, said RI Director of Revenue Rosemary Booth Gallogly, the Budget Commission has bought some time to sort out the city's long-term finances. Among those long-view problems is the School Department's liquidity during the next fiscal year, when they'll be short the state aid advanced to them from next April, May and June. Homestead Exemption May Be Cut

The state-appointed Budget Commission approved Woonsocket's $122-million budget proposal, but continues to look for cuts and more revenue. Public safety vacancies are left unfilled.

Woonsocket has not escaped the possibility of a property tax hike, and homeowners could see the biggest increase, if the Budget Commission follows through on ideas discussed Thursday afternoon. One item on the table: a phase-out of the city's homestead exemption, a program that reduces tax bills for homeowners. "It won't disappear in one fell swoop," City Assessor Christopher Celeste said after the meeting. "Right now it's 42 percent, and that would kill people." The five-member budget commission, appointed by the state earlier this month to take over city finances, must find ways to raise revenue and reduce spending in an effort to balance the city's books and avoid bankruptcy. VIDEO: Sequino Says Budget Commission Will Work With Local Boards

Chairman says panel will not usurp local authority.

In an interview following the first meeting of the Woonsocket Budget Commission June 1, Chairman Bill Sequino said the panel's first order of business will be working with the City Council and School Committee to get a budget passed before July 1. Sequino noted that despite the fact that ultimate responsibility for the budget now rests with the Budget Commission, the process will include input from the two city boards in a collaborative process. "The question I want to answer first is whether the schools were properly funded," Sequino said during an interview this morning, "If reductions are made, they would have to be made city-wide." Obviously the Budget Commission is a joke. I love that this guy says they won't usurp local authority. Do they not get it that the local authority is the reason we are in this mess. It is exactly because local authority has refused to make the hard cuts needed that Woonsocket is quickly going down the sewer.
