Wednesday's Things: School Budget, Stadium Brochure, Free Tax Help, Nixle

We're halfway through the week, and all done with winter, according to the calendar:

  School Committee - The Woonsocket School Committee will meet this afternoon for a closed session discussing litigation, convening an open session public meeting at 3:50 p.m., at the McFee Administration Building, 108 High St., first floor conference room, according to their agenda. The sole item on the open session agenda is: Review/Discussion with the Woonsocket Education Finance Department of the FY14 Budget. 2013 Stadium brochure -  The updated 2013 season brochure for Stadium Theatre are available online. Belated School Budget Meeting Scheduled Wednesday Afternoon

School Committee to meet for open session at 3:50 p.m.

    The Woonsocket School Committee will meet tomorrow afternoon at 108 High St. to discuss the 2014 school budget, well past its original March 1 deadline despite the efforts of School Committee member Anita McGuire-Forcier. The passed deadline did not escape the notice of Lorraine Corey, city resident and editor of Mywoonsocket.com, who criticized the school department, School Committee and Budget Commission for allowing the deadline to pass without presenting a budget. Regardless of all the finger pointing and redirection it is the ultimately the Superintendent's responsibility to have the budget completed on time. This means getting it completed well in advance of the March 1st deadline. March 1st is when it should be in the hands of the City Counsel and approved by the School Committee. Woonsocket School Budget Raises Personnel Questions

Mayor: Schools request deputy superintendent after superintendent recommended cutting position.

  The Woonsocket School Department's budget, currently pegged at $66.2 million, raised a few personnel questions for Budget Commission member Mayor Leo Fontaine last Thursday. First, Fontaine questioned why the school department was asking to advertise for a $100,000 deputy superintendent position, when Superintendent Giovana Donoyan had recently recommended to the School Committee that they not staff it. Donoyan said she didn't remember saying that, and that the district did need a staff member in the deputy superintendent's position to handle curriculum. Budget Commission OKs $122 Million Budget, Homestead Exemption Phase-Out

Commission to seek $7 million in cost savings, commercial tax rate set to 27 percent.

  The Woonsocket Budget Commission approved a $122 million budget Thursday afternoon that still carries a $7 million deficit. The Commission also approved a phase-out of the city's homestead exemptions. The Homestead exemption expires for single family homes in 2026 and two-family and three-family homes in 2017. Real estate taxes will increase by 3.91 percent, below the state cap. "This is $4.8 million more than we're going to appropriate," noted Commission member Peder Schaefer. After the meeting, Commission member Mayor Leo Fontaine said the budget still has a total deficit of $7 million, including a $2 million deficit reduction payment for previous school department shortfalls and a current $4.9 million deficit. Woonsocket School Committee Votes First Passage Of $69.8 Million Budget

All four members present approve document, second passage to be scheduled.

  The Woonsocket School Committee voted for first passage of their draft budget totalling $69,850,000 tonight. School Committee Chair Anita Forcier-McGuire was not present because she and Superintendent Giovanna Donoyan are attending a conference. The remaining members unanimously voted for first passage. The next step in the process, said Committee member Chris Roberts, is second passage, which could happen as early as Tuesday or Wednesday of next week. That vote will be strictly pass/fail, he said. Any needed changes discovered now will be included as an amendment. "What we had last year was unrealistic," Committee Vice Chair Vimala Phongsavanh said. Council, School Committee: Superintendent Must Present Budget

The council president has called for the superintendent's ouster if a budget — due March 1 — isn't submitted soon.

Superintendent Giovanna Donoyan's failure to draft a budget has exhausted the patience of the School Committee and the City Council, and may bring state intervention closer for the city. "Very much," Mayor Leo Fontaine said when asked if the situation makes the intervention of Rosemary Gallogly, the state's director of revenue, more likely. On Thursday, the state-appointed receiver of Central Falls, Robert Flanders, noted the decision to intervene in a city's finances rests with Gallogly. Two big criteria the state considers before intervening in a city's management, Flanders said, are a drop in its bond rating, and an inability to balance its budget. Dr. Donoyan walked into a huge mess and has presented plans. Are all painless? Of course not, but they are viable options. All superintendents perpetually juggle the 5 Bs (budget, bussing, buildings, bureaucrats, and bullxxxx). Instead of complaining, why don't those spewing vitriolic venom help her?
