Andrew Rios, 41, of California, pleaded guilty in U.S. District Court in Providence today to federal drug trafficking charges in connection with the seizure of 65 kilos of cocaine and more than $1.2 million in cash in North Kingstown in January 2011, the largest cocaine seizure ever in Rhode Island. The Woonsocket Police Department worked with the DEA and Rhode Island State Police in a joint partnership resulting in the bust. Rios, appearing before U.S. District Court Judge William E. Smith, pleaded guilty to one count of conspiracy to distribute and possess with the intent to distribute five kilograms or more of cocaine and one count of possessing with the intent to distribute five kilograms or more of cocaine. Solicitor, Mayor update Council during Monday meeting.
The city's insurance company has compensated Woonsocket for $200,000 of $389,000 the city discovered missing last year, Mayor Leo Fontaine told the City Council Monday. On Oct. 12, 2011, RI State Police arrested retired Municipal Court clerk Rachel Arruda on embezzlement charges. She was accused of stealing approximately $389,000 between 2004 and 2010. Arruda retired in August 2010. On Sept. 8 Woonsocket Police arrested City Treasury Clerk Michelle Giguere, charging her with Unlawful Appropriation (over $1,000) and Computer Access for Fraudulent Purposes. Driver reported earlier death of Johnston man after crashing his car into a guardrail.
RI State Police have charged a Woonsocket woman with failing to report a man's death for several hours, taking his car and crashing it into a guardrail in Smithfield before telling police he was dead. State Police Captain Michael J. Winquist said that at 11:45 a.m. yesterday, a trooper responded to a car crash on Rte. 44 west in Smithfield involving a car that had struck a guardrail.
