Budget Commission Asks Police Chief To Revisit Pawn Shop's Background

Chairman Bill Sequino asks Chief Thomas Carey to research Spindle City Pawnbrokers' time in Danvers, MA.

  Vincent Mesolella, representing Spindle City Pawnbroker owner Aaron Tetrault, asked the Budget Commission to overturn the City Council's denial of a dealer license for his client last night. Instead, Budget Commission Chairman Bill Sequino suggested Woonsocket Police Chief Thomas Carey should take another look into how the business operated in Danvers, MA, the cause of some concern for Council members during discussion of Spindle City's application Dec. 3.  The issue was not on the Budget Commission's agenda. Although the body has largely followed the spirit of RI's Open Meeting Law, it is not bound by it under the Fiscal Stability Act of 2010. Council Nixes License For Pawnshop, Contractor Says Vote Won't Withstand A Challenge

Majority errs on side of caution over desire to fill 118 Main St. storefront.

  The City Council voted against a dealer license for Spindle City Pawnbrokers/Fall River Pawnbrokers for 118 Main St. last night after a debate over the perils of pawnbrokers verses the city's effort to fill vacant storefronts. Vincent Mesolella, principal of the construction company REI Inc., hired to prepare the Main Street storefront for the pawnbroker shop, representing the applicant, Aaron Tetrault, said he'd have to check with him to see what their next step would be. Regardless of what Mr. Baldelli's motives maybe or not be,he has a valid point.We need a pawn shop in this city as much as we need another methadone clinic,bodega,dive bar etc.... Sometimes the money just isnt worth it.And also,while y'all are crying about the Baldellis,did you take the time to learn of Spindle City's history of shady business?Do we really want that for a few measly tax dollars?   more ›

City Council Holding Public Hearing On Pitbull Ordinance Tonight

Police, animal control officials say ordinance would be a good first step.

  People eager to voice their thoughts on a proposed ordinance regulating the ownership of pitbulls will get a chance at City Hall tonight at the City Council's public hearing, 6:30 p.m.  The issue has already drawn sizeable crowds during a City Council meeting and work session on the merits of regulating ownership of the breed. The ordinance, introduced for the first time Oct. 15 by City Council President John Ward, would ban anyone who does not already own a pitbull from acquiring one, require muzzles on existing dogs and require owners to take out $100,000 liability insurance policies on their animals. It would also require a sign warning others that a dangerous dog is kept there, and call for pitbulls to be put down if discovered in …

Pitlover, that is true.....so should we just leave it alone and continue letting people basically abuse the breed? I so agree that a pit can be loveable. But truly something does need to be done. It should be hardier for a person to breed not matter what the bred unless they have a permit to be a bredder.   more ›

City Council Hears Complaints On Property Upkeep, Zoning Process

Resolution moving public comment later in agenda to coincide with Council members' comments coming at Oct. 1 meeting.

  The City Council heard from a citizen seeking a solution to what was described as the deplorable condition of several Woonsocket properties during the public comment part of their agenda Monday night. Diane Iskierski said when she comes and goes to work each day, "I take different routes so I don't have to look at some of the deplorable buildings in Woonsocket." She said the buildings along Cass Avenue are particularly unkempt. One building in particular, she said, 285 Cass Avenue, the site of a fire in January, had three bathtubs hanging out of a back wall, with no roof. Diane - I agree we are not getting our tax dollars worth out of our city officials. I would imagine some of the property owners have insurance on the property and I don't know if a portion could be attached to cover demolition prior to any settlement with the insurance company. Budget Commission Meets With City Council

Commission members answer Council's questions, take suggestions.

  The Woonsocket Budget Commission met with the City Council Thursday night to take questions, briefly discussing an Aug. 16 public hearing about the School Committee's June request for a RI Department of Education (RIDE) takover. Though RIDE has not responded to the request, Carolyn Dias, RIDE's chief of fiscal integrity and efficiencies, has stepped in to aid the department in straightening out its proposed budget.  Commission member Council President John Ward observed Dias has led the budget presentations to the Budget Commission since she began helping the department.   Woonsocket City Council President John Ward and Councilman Christopher Beauchamp had heated words with Councilman Roger Jalette over the the supplemental tax bill during Monday's work session.  The councilors cooled long enough to continue discussing possible cuts as alternatives to the supplemental tax bill. I respectfully disagree,supplemental=a very short term fix for deep structural problems.Throw more money at them and they'll want more in the future.This crisis needs to be looked at as an opportunity,an opportunity to reset for a more sustainable future. House Hears Woonsocket Supplemental Tax Bill Today

Authorizing legislation will be considered late this afternoon.

  As Woonsocket awaits the full House decision on a bill authorizing the city to raise $6.6 million with a 13 percent tax hike today, alternative plans to fix city finances are brewing. During the first Finance Committee hearing on the bill, Woonsocket Finance Director Thomas Bruce noted the hike is a permanent, recurring increase. On Wednesday, he said the $6.6 million addition to the annual tax levy is entirely devoted to school department funding. "The solution has to be a permanent solution to repair the structural deficit," Bruce said. The school department was underfunded last year and this year, to a combined tune of about $10 million, he said. Ward: Study Of Woonsocket Supplemental Tax May Take Too Long

Council President says Finance Committee must move bill quickly for city to avoid state intervention.

  Hours after The House Finance Committee tabled a supplemental tax to study it further, City Council President John Ward said the development could put Woonsocket's financial future in the RI Director of Revenue's hands. Tabling the measure does leave the option of approving the act authorizing the city to issue a new tax bill open, Ward said, but the matter hinges on how much time they take to decide. If the Finance Committee doesn't take action to move the bill today, they might not get to it until next week. "Time is certainly a problem for us here," Ward said.
