Police Log: Woman Banging On Shop's Windows Tussles With Police

Woonsocket Police report a call for a disturbance caused as Jo-Lyn Rose, 29, of 30 Ascension St., was banging on the windows of CT Plus on Hamlet Avenue turned violent early New Year's Day.

On Jan. 1 at about 6:55 a.m., Officer Jeffrey Gagnon and another officer were dispatched to Hamlet Avenue for a report of a woman banging on the windows of CT Plus. 

Gagnon reported that when he arrived and spoke to Rose, she was immediately hostile, and stated she doesn't like police. Gagnon told her he was there because of a report of someone banging on the windows of the shop. Rose said she hadn't banged on the windows, but had yelled while waiting for the store to open.

People who were watching nearby later told Gagnon that Rose had, in fact, been banging on the windows of the store. 

Rose continued reacting to the officers with hostility, telling them that if they touched her, she would "Pop" them, according to the report. She followed up the remark with more detail on her dislike for police, and reached into her pockets and purse several times. 

As Gagnon was uncertain of what Rose meant by "Pop", he directed Rose to keep her hands out of her purse and pockets, which she ignored. 

Gagnon attempted to frisk Rose, taking her arm, but she grabbed a nearby railing and mule-kicked him in the groin. Gagnon and his partner struggled with Rose but were unable to restrain her until Gagnon drew his OC spray and aimed a one-second burst to the right side of her face, immediately causing her to stop struggling. Gagnon was able to finish his pat-frisk of Rose, which turned up no weapons. 

Rose was transported back to Woonsocket Police Headquarters, where her eyes were flushed with water for several minutes before she was placed in a cell. She was charged with disorderly conduct, simple assault and resisting arrest.
