Police Log: Bullying Neighbor Offers Officers Obscenity Onslaught

On Oct. 22 at 11:17 p.m. , Woonsocket Police responded to 524 Elm St. for a complaint of loud music, their second visit to the apartment building, ultimately arresting Suzanne Billington after she aimed a withering barrage of obscenities, taunts and insults at police.

When officer Gabriel Koneczny showed up to talk to Libby Desjarlais, who had called in the complaint, he didn't notice any loud music, but he did note Desjarlias was visibly upset, nearly in tears.

Desjarlais said she'd called earlier because of loud music and banging from the apartment above her, belonging to Billington. After police left from the first call, she said, the noise started up again and Billington threatened her because she'd called the police. 

While Koneczny and Desjarlais were talking, the officer heard a loud commotion and the sound of stomping feet on the floor above. Koneczny said it was evident the stomping and disturbance was deliberate. 

Koneczny knocked on Billington's door, and Billington answered, asking him, "What the f***, what do you want," and allowed Koneczny and another officer inside. Once they were in the apartment, she began to yell obscenities at the officers, and her neighbor below, at the top of her lungs. Among the insults she launched at her neighbor was "f****** police caller."

Billington continued her rant, insulting the intelligence of both officers. She was warned many times to quiet down because she was disturbing her neighbors, and replied that she didn't care, punctuating the statement with another curse.

The officers asked who else was in the apartment, and Billington replied her neice and her niece's boyfriend were there with her. The officers checked on them in the bedroom, and were greeted with more swearing from Brittany Billington. Her boyfriend didn't have ID on him, so he was asked into the hallway so the officers could check his identity. 

The elder Billington followed the officers into the hall, continuing her barrage of swear-laden insults. Finally, Koneczny moved to arrest her, but she slammed the door in his face, nearly catching his hand, and continued yelling and swearing at him through the door. 

She finally opened the door again and Koneczny arrested her for disorderly conduct. On her way to the cruiser, her obscenities continued. Brittany followed the officers outside, yelling at them.

Billington continued swearing and insulting the officers at the station, where she was so violent and unruly, they skipped processing and placed her in a cell in handcuffs.

Desjarlais said after the arrest that after the first noise complaint, Billington told her she would beat her up and that she "...would get hers," and tried to taunt her into fighting, causing her to fear for her safety.
