Police Arrest Man for Creating Early Morning Disturbance

The following arrest information was provided by the Woonsocket Police Department. An arrest does not indicate a conviction.

On Oct. 26, at 2:50 a.m., Woonsocket Police officers called to 29 Dean St. for a noise complaint found a Toyota Corolla parked near several 'no parking' signs, blocking the street, and called a tow truck to remove it.

The occupants of the first floor apartment, the subject of the noise complaint, shut off the lights and closed the blinds when officers arrived, according to Officer Matthew Derham's report. Derham and Officer Jesse Nunnemacher knocked on the door loudly, but the occupants refused to come to the door. 

The apartment's denizens remained shut up inside until the tow truck arrived and began moving the Corolla. That's when several occupants exited the building, yelling and causing a disturbance.

One of them, later identified as Oswald Torres, 22, who lived at the apartment, swore at police and created a commotion as a woman attempted to hold him back. He continued to rail and wave his arms in the air violently, according to Derham's report. Torres ignored several orders to stop yelling and go back inside, so Derham arrested him for disorderly conduct. 

Torres struggled, requiring the combined efforts of Derham and Nunnemacher to subdue him. He was later charged with assault and resisting arrest in addition to the disorderly conduct charge.
