PROVIDENCE, R.I. (AP) — The Rhode Island Attorney General's office says Woonsocket violated open records laws when it took more than three months to respond to a request for documents.

Attorney General Peter Kilmartin's office announced its determination Tuesday.

The investigation began after an attorney complained about the slow response to a request for information about land acquisition for a new water treatment plant.

The records request was filed Dec. 21. Some documents were delivered April 2 — though the Attorney General's office concluded that pertinent documents were withheld without explanation.

The law requires a city to respond to a records request within 10 days.

In an affidavit, a city clerk said the request was broad and she was overworked.

The Attorney General's office could seek to fine the city for the violation.
