House Sends Woonsocket Supplmental Tax Authorization Back To Committee

Baldelli-Hunt: Woonsocket will face budget commission with or without supplemental tax.

 

The full House has sent the legislation authorizing a 13 percent tax increase, raising $6.6 million to aid a financially strapped Woonsocket, back to committee.

In an emotional change of heart, Rep. Lisa Baldelli Hunt (Democrat - District 49, Woonsocket), spoke against the bill this afternoon, two days after she offered her support Tuesday.

The bill is not solely about a 13 percent tax increase, she said, but also an additional 4 percent tax, the maximum amount allowed by law. Even with that, she said, there would still be a $5.7 million deficit, which she said city officials had no plan to deal with.

She also criticized city officials for failing to support her measure, House Bill 8040, to launch an investigative commission to determine how the city wound up in this position and who is responsible. "To this date, we still do not have a resolution in favor of our legislation." 

Also, she said, the Woonsocket delegation met with governor's staff Tuesday, and learned that a supplemental tax wouldn't prevent a budget commission.

They learned that, "Even with the supplemental tax of 13 percent, we would be getting a budget commission in Woonsocket, either by request or by implementation, and that the supplemental tax would not prevent a budget commission, and that our administration was fully aware of that all along," she said.

Baldelli-Hunt also said the governor's staff had told her that there may also be budgetary problems on the municipal side. "That is not what this delegation was told, it is not what Senate Finance was told and it was not what you, and your committee, chairman [Helio Melo D-Dist. 64, East Providence] Melo were told."

Imposing the supplemental tax now would be disastrous for the struggling community and constituents, "And a clear indication that this chamber has lost its way," Baldelli- Hunt said.

Baldelli- Hunt said if her actions on the floor result in her political demise, "At least I know, that in the end, I had the best interest of my city and my constituents at heart." Her voice broke as she made a motion to re-commit the bill. 

"I join Rep. Baldelli Hunt," said Rep. Robert. A. Watson (R-East Greenwich, West Greenwich) "I would urge all members to support her urge to recommit." Otherwise, he said, other communities would rush to follow suit for a quick-fix financial remedy.

Rep. Joseph Trillo, (R-Warwick), also supported Baldelli-Hunt's motion. "To come back to the well, and even, even think about raising taxes by 13 plus 4 percent, which would be 17 percent in a given year, I think is insanity," Trillo said. "This is about people leaving the town of Woonsocket. And these people are leaving because their taxes went up over 10 years from $1,800 to $2,800 dollars,"

An objection by Rep. Rene R. Menard (D-Cumberland, Lincoln) nearly forced a vote on the motion, said Larry Berman, communications director for the speaker, but Menard recused himself directly after.

House Majority Whip Rep. Patrick O'Neil pointed out, "The lone objection came from someone who is now recusing himself from a vote."

Speaker Gordon Fox (D- Dist. 4, Providence) said that because the objection came before he recused himself, he would not support the objection.

"Recommitted," Fox said, banging his gavel and gaining a round of applause.

Even one of our state reps has tried to introduce a bill to launch in investigation into how the WEDSchool Committee got into this financial mess and our city politicians refused to support the call. If that doesn't prove that the city council and mayor are covering up some dirty secrets, nothing will. Pretty sad that the people we elected have the power to cover up mismanagement and quite possibly misappropriation and we the taxpayers have no say in the matter. Actually, we do have somewhat of a say - we can ensure that Ward, Fontaine, Dubois and the entire School Committee are never again elected to any office in the City of Woonsocket.

i think someone needs to be held accountable and it needs to happen soon a full investigation by the state police and attorney gennerals office if necessary. and an all out demonstration at city hall a show of force from the citizens of woonsocket demanding action against those responsible.

There has never been even a hint of money missing in the school department. There is clear evidence of mismanagement and a complete failure of proper governance by the school committee that had hired Macera, Gerardi and Busby. Their failed management, misdirection, poor planning, and raw incompetence were astounding. Accountable? Well we certainly can't bring them back to fire them, they're gone or already fired. Incompetence is not a criminal offense, so what will you have us do with them?

And the school committee? Well, the voters make that decision every two years. If you think they lied when claiming surpluses and calling the city council liars about the expected deficit, then make sure you don't vote for them next time.

The city council will investigate and report, but those who don't want facts and only live to falsely accuse the mayor and me will never be satisfied with any answer, so we will do the job properly and live with the outcome.

Mr Ward you are so adamant that there was no misappropriation of taxpayer dollars, only mismanagement. If you are so certain, why are you blocking any attempt or suggestion of an outside investigation. How do you expect people to believe you when you have been stonewalling all along. You keep saying the City Council will investigate but what have you done so far - nothing.

Mr Ward,
How can you be so adamant that there was no wrongdoing by the WED/School Committee. If Busby's contract was altered after being signed by the School Committee as Marc Dubois has alleged - that is criminal activity. If Gerardi filled positions that he knew there was no money available for those positions - that is criminal activity (think - it is illegal to knowingly give someone a check when you know there is insufficient funds to cover that check). Why do you and Mr Fontaine refuse to request an independent investigation by the Attorney General's Office and the State Police. Do you think just maybe the taxpayers might have good reason to not believe you and Fontaine?

Doesn't it strike anyone as amazing the John Ward is psychic. He keeps insisting that he knows that there was no wrong doing, thus no need for an investigation. In the real world if a contract was altered after having been signed by the authorized parties that is fraud and is a punishable crime. In Woonsocket, the former school committee chairman (Marc Dubois) says Busby's contract was altered after being signed. In John Ward's world that's not a criminal act. In the real world, if a CEO spent money that didn't exist, a criminal investigation would be launched and charges filed as appropriate. Supt. Girardi spent money that didn't exist. In John Ward's world, that's not a criminal act. Anyone who doesn't think that John Ward is trying to protect someone (maybe more than one person) is definitely wearing blinders. He keeps trying to cover his rearend by saying they will investigate but they won't find anything. When will he start this investigation sham? Maybe he is hoping that we will all forget about this over the next six to twelve months.

Reading the comments from Baldelli-Hunt, it is very obvious that Fontaine, Ward and the rest of the City Council knew that they were putting the shaft to the taxpayers all along. They knew that even if they did get their supplemental tax, a budget commission would be appointed. They had absolutely no plan to make up for the balance of the budget shortfall. I think the comments from Baldelli-Hunt should make the taxpayers wake up and realize that Fontaine and Ward are liars who have proven that they don't have the first clue what they are doing.

I do believe that the state needs to do an in-depth investigation in the past policies of the city of Woonsocket and in this financial mess. I am horrified over the claim by Ms. Baldelli-Hunt that the current administration was not completely truthful with the state and with the taxpayers. I never believed that anyone at City Hall deliberately did anything wrong but, now I'm beginning to wonder. An investigation definitely needs to be made and certainly NOT by the City Council. Perhaps the state police? Is this possible?

I would hope it is possible, but doesn't seem to be. The City Council has thwarted every attempt to investigate the mismanagement and possible misappropriation of taxpayer dollars. It is become more and more apparent that the Mayor and City Council are trying to hide something. It would definitely appear that the mismanagement (at the very least) was not only within the WED/School Committee but at the city level also.

No offense Mayor Fontaine and Council President Ward, but you had your chance, more than enough time to make a meaningful difference. Unfortunately, you squandered your opportunity and spent all your time making excuses, blaming the School Department and crying for more State-aid. As you yourselves said, time is not on our side and you have wasted too much of it.

There is an old saying: Lead, follow or get the hell out of the way. You failed to lead. Time to follow or get out of the way.

Probably as early as tomorrow morning, it will be clear that Rep Baldelli-Hunt did not forfend a property tax increase for the people of Woonsocket, she only shifted the responsibility for it to another party. It appears that another unintended consequence of the state's new receivership law has been to convey to our elected officials the power to pass the buck."

She's just as bad as the rest.

I watched this same Baldelli Hunt during the finance committee hearings voicing her support of this bill with no crocodile tears or blubbering, only a complaint that the City Council didnt pass a resolution to support her bill to have members of the House investigate City Finances. Than she does an about face? First of all why in the world would anyone want the general assembly to to investigate anything to do with finances? They did such a great job with 38 Studios right ?? I also love when her colleague Jon Brien leaned over and gives her a hug and a kiss..I think I heard him say.."Oh thank you Lisa for saving me from having to vote on this" Despicable!

It time to get real with this and get the judge in there. This city has been kicking the can down the road since they passed that bond a couple of years ago to keep things going. Well, that didn't work and with the school department out of control with its finances, this will force conolidation of the town's finances under one director to keep the city on track. It can be clearly stated that having two financial department doesn't work.

Please wake up and show some common sense. First, the average homeowner would have paid much more than $350.00 for their property tax, plus what they would have paid for their vehicle(s). Second, just because the supplemental tax was tabled, it does not mean that the taxpayers will not see an increase in their taxes. What it does mean is that the state will send in a budget commission to oversee the city finances. The budget commission will be able to make cuts, alter contracts and make other changes that the Mayor and City Council have refused to do. Unfortunately for the taxpayers, Fontaine and Ward will have seats on that budget commission.

Whether he is trying to stick it to Woonsocket is debatable. If anyone think we are not getting a supplemental tax you are dillusional. In my opinion what he was doing was putting a stop to her antics over the past couple months. This has turned into a political chess game between Lisa versus Leo and John Ward. Everyone knows she wants to run for Mayor. She is trying to deflect the tax increase away from her. Everyone knows the city knew of the crisis before their local election last year. Everyone knows the school dept submitted a inacurate budget. Everyone knows the council approved it. Lets get over it and fix the problems and that icludes a tax increase. What she did yesterday was horrible to her coleauges and the people of woonsocket. If I could move my business I would.

I'm not pleased what Rep Baldelli did. So now instead of a supplemental tax bill, we will eventually get the same bill, but a much higher amount. Doesn't anyone understand that? And I heard Rep Brien on the radio, he just lovessss to avoid questions he doesn't want to admit guilt to. Why have reps represent taxpayers when they don't have the capability to do so? And Rep Baldelli wants to run for Mayor? Oh please, do us a favor and keep fighting for monies to keep the bums happy at social park and directions on the highway to the Stadium theatre. Taxpayers are really fed up with all this mess leaders/administration/state have gotten us into already.
