City Treasury Clerk Arrested For Fraud
City Officials allege Michelle Giguere stole up to $7,000 from City Treasury office.
A clerk of seven years at the Woonsocket City Treasury Office was arrested today for Unlawful Appropriation (over $1,000) and Computer Access for Fraudulent Purposes. City officials allege that Michelle Giguere, 41, of 59 Bradley St., stole more than $7,000 from city coffers during her time at City Hall. She was terminated from the position on Tuesday.
Giguere turned herself in on an arrest warrant at the Woonsocket Police station around 7:30 a.m. this morning. The warrant was obtained after a lengthy investigation by the Woonsocket Police Detective Division, which is still on-going.
As a result of various financial and management controls implemented by the current administration, the finance department identified suspicious activity which prompted the review of various cash transactions going back to at least early 2009.
According to Det. Lt. Eugene Jalette, officials at City Hall conducted their own investigation after noticing discrepancies in many of the transactions Giguere handled.
"People would come in to pay their quarterly taxes, water bills and things of that nature and she manipulated the computer system to show different balances," Jalette said. "She used her authority to commit fraud."
City Officials notified police of the suspicious transactions by Giguere, resulting in the warrant. The investigation by police detectives continues with city financial officials alleging that, over said period of time, Giguere stole over $7,000 from the City Treasury Division.
Giguere was processed at the Woonsocket Police Station. She was later brought to District Court in Providence for arraignment.

You have to wonder what causes a person to do something like this. Do they just think that they will never get caught? Or does it start with a small "mistake" that doesn't get noticed so then you feel like maybe you can do that again intentionally and after a while you cannot stop yourself? If I had a job like this right now, since I am out of work.....I would never risk losing it for stealing. What ever happened to the values we grew up with? So many today think nothing of lieing, and stealing thinking that everybody does it anyway. Right is right, and wrong is still wrong and someday we will all be judged for what we do. I look at this lady's picture, she seems intelligent, so why....I have to ask.....why would you do something like this?

Sandy, when you say she "she manipulated the computer system to show different balances" are you saying she may have taken one amount from a tax payer, logged it as a lesser amount paid and pocketed the difference?

Michelle, Lt. Jalette did not offer specifics, however, it seems it was the city, not those paying the bills that she allegedly robbed. I would assume she adjusted the system to decrease the total balance owed without logging the payment.

My major question is this. Why on earth does she have administrative right to the computer? Does this not seem pretty sketchy on its own? Who the hell is the IT for Woonsocket anyways? Is there even one on the books? If so they need to be fired! This is 101 of computer and network security. Jesus! The next thing we will find out they all use GOD as a password. These files in question should have been backed up on a separate server. Therefore not allowing anyone to just edit them. Then they could pull the original files that were backed up and compare them. This all appears to be too had for the IT of Woonsocket.
If you need a security consultant. Just leave a reply to my message and I will contact you.(Still security 101 here). I am not a business in any way. Yet I do not want to see the place I live turn to crap. It is happening quite fast. You need help. I can even work Pro-Bono if needed to help with funding.

@ JOJO,
I'm pretty sure that if you work in the treasury department for a goverment organization, you don't need to be an admin to do things with money...I think you can do something like send money to an account that belongs to you or a family member since you send it (money) the proper accounts as part of your job, hence the unlawful appropiation charge. But I still like references from horrible 90's movies with A. Jolie in them.

I don't know the woman, but it says arrested, alleged....not convicted. Just because she turned herself in doesn't make her guilty. You all have here hung down by the river. There could be a logical answer to how about $1,000+ a year since 2009 has disappeared. Maybe she gave discounts if you brought in a coffee....who knows if its cash in her pocket or discounts on the bills. It's too bad, but anyone looking for a job?

i love how my comment got deleted. zero criticism for woonsocket or the people who run it are tolerated here. this is not bipartisan unbiased journalism. this accomplished professional "sandy" wouldnt dare let anybody have a negative thing to say about the city of woonsocket, heaven forbid, because then she'd never get a quote or a story from another politician as long as she continued her long and storied career here at the illustrious patch newsblog.
a true journalist would use this as a forum to delve deep into public concern regarding the misappropriation of municipal resources, not support such heinous activity just to ensure her own job security. this aint the school paper anymore, hun. where is your objectiveness, and where is my right to freedom of speech?

Please correct me if I'm wrong: of the nearly 20 comments you have left, with vitriol language critical of everything from public officials and private residents, to me and the website itself, the only comment I have removed was a particularly useless and nasty exchange between you and one of my writers. You're accusations of bias are not based in reality. Regardless of your opinion of how a "true" journalist should behave or which stories you personally feel are worthy of coverage, I will simply continue to report the news.
Perhaps you should consider starting your own website, where you can skewer and insult as many people as you'd like without the need for it to actually meet the basic requirement of truth. You and others with little to offer the reading audience can head there and let this website be what it is meant to be: a positive resource for the community which enhances the lives of its readers. For some reason I get the feeling you will instead remain here, arguing with anyone willing to take the bait.

i feel bad you dont even possess the cognitive deductive reasoning ability to separate mild objective criticism in hopes of awakening the masses for the greater good, from personal attacks. this type of behavior on your behalf just further perpetuates exactly what i've been saying all along.
as for freedom of speech, this has nothing to do with legal rights. it was just a mere suggestion on protocol that has become the norm among the best of the best in print journalism today. this type of moderation would never fly in the big leagues. take a look at how the wall street journal runs their comment section, or at least the providence journal.
