Auditors Report $2.7 Million Deficit from Education
Finance Director says city is likely to receive lower bond rating and appointment of a financial overseer.
After months of reporting a small surplus, the Woonsocket Education Department ended the 2010-2011 year with a $2.7 million deficit, according to the draft operating results sent to Finance Director Thomas Bruce on Monday by auditors from Braver PC.
The news came as a shock to many, who believed WED was in the clear for the fiscal year that ended last June. Business Manager Stacey Busby, the sole accountant employed by the department, told auditors and the administration just weeks ago that while she was still finalizing the numbers, she believed education had ended the difficult year with money to spare.
"As recent as a meeting with the superintendent of schools and the Business Manager Stacey Busby, two weeks ago with the mayor, a surplus was assured," said Bruce. "On September 15th, we received in writing an indication that the school department surplus was $68,737. This same amount was reported to the State of Rhode Island regarding the fourth quarter of the fiscal year."
Council and School Committee members expecting to end their 2011 term on a high note received the unpleasant surprise at the council's final meeting before newly elected officials take the helm. Committeewomen Vimala Phongsavanh and Anita McGuire-Forcier were attending the meeting on unrelated matters when they were handed copies of the auditor's communication with Bruce. McGuire-Forcier left the meeting visibly shaken by the news.
"This is devastating," said Phongsavanh. "I'm totally surprised by this - I'm shocked. I'll be interested to hear Stacey's explanation because $2.7 million is not a small amount. I think it has a lot to do with how our financial committee is set up. There has to be a better way."
On the city's end of the budget, the auditor's draft report showed a $435,500 surplus, but the positive news was overshadowed by the school department's report, which could result in major changes in how Woonsocket's finances are handled in the future.
School Committee Chairman Marc Dubois said he had been warned of the news today during a phone call from Busby and Superintendent Giovanna Donoyon at 5:15 p.m. and had been warned of the problem.
"They said there's no one glaring area or budget item that accounts for this," said Dubois. "I was concerned... I was shocked. We were told all along to expect a small surplus."
Dubois said Busby and Donoyon did indicate that some of the issue stemmed from increased unemployment payments. "We've cut so many positions and we do end up having to pay unemployment for these people, so I know that the unemployment costs have been higher than what was budgeted," he said. "Tomorrow's my last day as a School Committee member so I will be going to McFee to try to find out more details as to how we got to where we are."
According to Dubois, Busby also said that the shortage was the result of some confusion over how to apply deficit bond proceeds. Woonsocket took out a $11.5 million loan last year to stabilize city finances, and nearly $5.9 million was slated for education.
"They're saying that if they use the deficit reduction money, that they would actually have a surplus this year," said Dubois. "The city is saying that that money was not to use this year and cannot be used to plug a deficit. They were counting it in."
Bruce found it unlikely that the $2.7 million discrepancy could be the result of a simple misunderstanding.
"An operating surplus, which has been the focus of the discussion this evening, has no relationship with deficit bonds. That's been expressed at the state level, that's been reviewed by the auditors," Bruce said, adding that in his opinion, someone in Busby's position would have been aware that the bond proceeds would not be counted as revenue on a final statement.
Bruce also pointed out that under that logic, the numbers would still not add up. "The deficit funding bond for the schools was $5.9 million. If we were to count that in our operating surplus, in actuality the operating surplus with that reasoning would be in the area of $3 million. In September, they reported a surplus of $68,000."
Principal Robert Civetti of Braver is expected to turn in a final review of the School Department on Dec. 9, though Bruce said he does not expect the numbers to change. An emergency Joint Work Session has been set up for Thursday with the School Committee, administration and the auditor on the findings. Bruce has also contacted state Department of Administration, the Department of Revenue (DOR) and Education Commissioner Deborah Gist.
"The auditors will be getting into more detail Thursday evening and they've indicated that it is general weaknesses in internal control and reporting that have caused a problem," he said. "Our bond rating could be downgraded because we're going to need another year to prove ourselves to get the rating restored back to investment grade."
Bruce said city officials should also be aware of the possibility that DOR Director Rosemary Booth Gallogly could appoint a financial overseer, as she recently did in East Providence.
"I would not be surprised if that happened right away in Woonsocket. What it would mean for the city is lack of local control over expenditures, contracts...most importantly we could lose local control over setting the tax rate in July."
The Joint Work Session will be held at 7 p.m. in the second floor conference room of City Hall.

And he says he is "SURPRISED". Yeah right! For the most part, I agree. Woonsocket's Education Department has suffered at the hands of poor accounting and even worse communication for too long, politically motivated or not. A financial overseer is necessary, as much as certain people may not like the idea, until Woonsocket can figure itself out.

Should there also be an investigation launched as to whether fraud or corruption charges are applicable and exist within the WED ranks. Robert, are you kidding me! A mistake? Get real will ya! This the third time the WED has failed to live within it's budget! They say there's a surplus until the final bill comes due. The totals of these budget deficits are now close to 10 MILLION dollars, which is costing the tax payers of this city dearly. It's a joke. This administration has learned from the previous administration about the timing and use of the words deficit and surplus. Amazing how a surplus was found on the eve of Susan Menard's last two races, now a deficit is found on the night of turning the lights on. Mayor Fontaine has learned a few tricks from his mentor. I would like to know of all the students that go to our public schools, how many kids are coming from government housing. Let's face it, it's the taxpayers that always take the hit. Let welfare parents/boyfriends/bums etc start paying back for all the freebies they receive. Welfare is supposed to be temporary. Maybe they should start paying fees for their kids to go to school, lunches and so forth. Even sponging on us taxpayers. Maybe then the school dept can get back on their feet.

You're aware that you have to qualify to receive assistance, right? That means a person/family is inherently unable t o "pay back" anything...they're probably not even able to pay their daily bills....they're POOR. That's why they qualify. If anyone out there wishes to criticize those on public assistance or pretend they're living high on the hog off society's inputs, than I challenge you to switch places with them. Keep in mind, that'll probably entail you having to live a life of poverty, very likely mental illness, raise numerous children in a single parent household, or any number of other situations which would quickly make you grateful to get back to your own life, sit in your own living room, and gladly pay your taxes just in case you ever end up needing assistance.

Has anyone thought what this is going to mean to the children and the educational staff?
It's practically guaranteed that someone's going to come in and tell the WED to "cut, cut, cut"...where are they going to cut from? From the "surplus" of educational tools (staff, supplies, money for field trips to museums, etc.etc) this city has? Ha!
They're gonna cut staff, salaries, services, etc etc. Who's gonna want to teach here? We'll end up with wardens and correctional officers instead of educators. Do you know the schools already have times when a class is simply unstaffed because they can't get a substitute teacher in them? They have to scramble to come up with a creative way to use one teacher for two classes...or two teachers for 3 classes...etc.etc.
How do we prevent this? How do we make sure our students aren't the ones who end up burdened with this? I don't have inside knowledge of the workings of a school system's budget, but I do know that we citizens of Woonsocket need to be ready to make whatever sacrifices are necessary to create a great school system....not an "ok" one...a great one.....and once we make clear that we're willing to make these sacrifices if they deliver results, we need to demand transparency and accountability to those we entrust with the task.
Think of what could happen...we all know what a community with bad schools is like...it's embarrassing...and it makes solving so many other problems so much harder. We better be careful.

EssaySea: are you saying that the citizens of Woonsocket haven't already made serious sacrifices when looking at the Woonsocket School System? It's because of this School System that the city of Woonsocket is teetering on the verge of bankruptcy. Three of the last four years, the WED has run over budget to the tune of almost 10 MILLION dollars, putting the city and it's tax payers directly in the cross hairs of some of the Rhode Island’s highest property taxes, higher city bond interest payments and lower levels of municipal services across the board. Tax payers are losing their homes due to a crushing tax debt, businesses are leaving the city at a record rate due to high business tax rates, all while the WED consistently runs awash in red ink.
At last check, the city of Woonsocket is spending approximately 12,300 dollars on each student in the system, which is equivalent to that of all the other districts in RI. so to say that Woonsocket in underfunding the school system at the fate of the student population is just not true.

The WED needs to realize what the impact is of their decisions, how it affects the city and it's residents, and needs to maintain a balanced budget before the state hires an external auditor to do their job for them.
And by the way, the only result I see coming out of this latest deficit is another 5% or higher property tax hike again this year, resulting in more people losing their homes and leaving the state.

Nope...I wasn't commenting on any sacrifices we've already made. I was stressing the importance of prioritizing educational results over tax and/or effort requirements. Keep in mind I stressed the need for the system to deliver results, transparency, and accountability. My statement assumes we'd all be happy to pay whatever we needed to if we were able to feel secure in the belief that the money was actually being used properly. It contains no criticism of any efforts we as citizens have made in the past, it simply speaks about possibilities in our future.

Essaysea, yes I know what public assistance is..maybe you don't..It's TEMPORARY help for families that have lost jobs, or a devastation that has happened. Perhaps you don't know what temporary help means. It seems in Woonsocket that it has been a way of life, generation after generation. I see mothers in the market who look decent, have had their nails done, designer handbags, cellphones, and a full carriage of food, of which I couldn't afford to buy, and I WORK FOR A LIVING. If you can't afford to have more that 1 child, then why have more? Perhaps more bennies, more food stamps is an incentive. Why should I pay for people to have kids they can't afford or take care of? Where is their responsibility???? THEY DON'T HAVE ANY....It's give me more, and more and more. Why don't they give????. Why don't they volunteer in their kids schools or car pool, or do something constructive? They are too buy having kids with different fathers..sorry I ony have sympathy for the true people in need..

I am by no means wealthy but I work hard for my money and nothing irks me more than people who use the system to reap its benefits without making any attempt to go out and get a job. Welfare was set up to help people get back on their feet after suffering a setback, not as a career.

Why is it that everyone who trashes public assistance always drags out the "people taking advantage o the system" scenario...often followed up by the "having baby after baby to "cheat" the system" etc. etc. Are you two under the impression these cases are actually the majority of those who receive assistance? Are you implying that a great idea should be tabled because of a few bad apples? No idea could ever be implemented if that were the case.

By the way, if you guys are really so familiar with this rampant abuse of the system, report it. These high on the hog welfare mothers (which don't really exist - it's impossible - check their savings accounts, their net worth, etc...fingernails aren't wealth) would be committing fraud. You'd be doing society a favor. Just be darn sure you know what you're talking about, because you may find that upon further investigation, these people are ..wait for it...wait....POOR! But, hey, for every 500 you reported, you might catch one...so if you git the time....

...and by the way, just because a person doesn't look like trash and spends a large percentage of their income on groceries, doesn't mean they're not poor. I'm poor and I can look presentable anytime I desire....and food is what we're supposed to spend money on....all my saving is now gone, but my kids eat.

I have to agree with L on the welfare abuse in Woonsocket. I have seen it with my own eyes. It's too bad people because there are some people that really need it and they don't even want to accept it. And then, there are plenty of people that just depend on it, and don't see it any other way, and keep having more kids to stay on it and that is not what it is meant for.

i heard a report from council president john ward on the radio this morning. He said that after the meeting last night with the school committee, it was found that the deficit is still over 2million.. But yesterday in the paper the superintendent said that the deficit was about 1 million and then it was said to be $750,000.. Does anyone at this school department know what the heck is going on? I dont think we can beleive anything they say. Heads better roll over this. So much for the new superintendent. Sounds like the same old same old.

Here is a new idea. When putting down the educators in the city of Woonsocket (or any town) please use capitals at the beginning of your sentences. Perhaps you might use a period at the end of a sentence so we can understand you better. Please look up the difference between there, their and they're. Once you do these simple things your comments about the education system might be taken a bit more seriously. I am sure I will be attacked for giving these suggestions... Someone will find a flaw in my comment. But at least I try .

Real Estate Values
Remind the amateurs on the school committee they have an impact on the long term value of real estate.
The flushing noise you hear in the backgound is the diminishing value and home equity of hard working citizens who have saved and worked for a lifetime.
Too bad--but it does provide opportunities for slum landlords and more rooming houses for transient renters.

Robert: I can understand that you apparently have an issue with the Mayor and for some reason are a major fan and supporter of the school administration, but the "former fianace director" that you mention left the school department at the end of 2008 after having only been at the school department for "6 months". How could he be the reason for a deficit which occured entirely on the watch of the current Director who was appointed in 2008 as stated here http://woonsocket.patch.com/articles/busby-considers-move-to-somerset . If this is the best that they can come up with to blame a guy that hasn't been around in years and was only there for 6 months, then we have even bigger problems that we thought. Not a bad piece on this complex issue, which, at least here, will require significantly more reporting to fully cover. I do not think the statement that Busby "stayed silent in fear of repercussions from Gerardi" is what the business manager said however, an I'd be willing to bet she's dispute it.

Did Stacy actually think this wasn't coming to a head? She was hoping to get another job, remember. If she did, her concious was cleared. Why didn't Stacy do the right thing in her position and man up? NOBODY EVER DOES!! So suffer the consequences. Maybe she'll get "in house suspension" like the students get, or used to get. Maybe she can work for Chafee, since he's so competent, not!!
